What Happened?
World Mental Health Day — 10 October
The World Health Organization observes World Mental Health Day on 10 October. The 2026 campaign theme is “Lived experiences heard: real voices, real change”. It calls for people who have experienced mental health conditions to be meaningfully involved in shaping policies, services and decisions that affect their lives. WHO also published practical guidance on shifting from long-stay psychiatric institutions towards rights-based, person-centred mental health and social care in communities.
India’s Tele-MANAS: 24×7 Mental Health Support
In a release issued on 9 October, India’s Ministry of Health and Family Welfare said Tele-MANAS had received 47,75,644 calls since its launch on 10 October 2022. The Ministry reported 53 operational Tele-MANAS cells across all 36 States and Union Territories as of October 2026. The toll-free number is 14416, and the service provides free, confidential, round-the-clock mental health support. These figures are attributed to the Ministry’s release rather than presented as independently audited statistics.
2026 Nobel Peace Prize Awarded to Navi Pillay
On 9 October 2026, the Norwegian Nobel Committee announced that the Nobel Peace Prize for 2026 would go to Navanethem “Navi” Pillay for her efforts to promote peace and international law. RBI Announces Further Liquidity-Draining Measures
Reuters reported on 9 October that the Reserve Bank of India planned to sell government bonds worth ₹25,000 crore through an open market operation on Tuesday, 13 October. The report also said banks would need to maintain at least 99% of their required cash reserve ratio (CRR) on a daily basis from 16 October, up from 90% earlier. This is the daily maintenance requirement, not a change from a 90% CRR ratio to a 99% CRR ratio. The measures are intended to absorb surplus liquidity from the banking system.
Prime Minister Chairs Women and Child Development Summit Session
According to the Press Information Bureau, Prime Minister Narendra Modi chaired the valedictory session of the two-day National Departmental Summit on Women and Child Development on 9 October. He called for Anganwadi Centres to become centres of community participation, suggested that universities could adopt nearby centres and conduct social-impact studies, and stressed preventive approaches to women’s safety and greater attention to adolescent girls’ health, nutrition and development.
Team India Representatives Meet the Prime Minister Ahead of WorldSkills
On 9 October, the Prime Minister interacted with representatives of Team India at the 48th WorldSkills Competition in Shanghai 2026. The official release highlighted the importance of skill-training institutions, continuous upskilling as technology changes, and coordinated efforts to position India as a global source of skilled workers. This item reports the interaction and its stated themes; it does not infer competition results or medals.
ASEAN–India Trade in Goods Agreement Discussions
The 15th meeting of the ASEAN–India Trade in Goods Agreement (AITIGA) Joint Committee and related meetings took place at the ASEAN Secretariat in Jakarta, Indonesia, from 6 to 9 October 2026. The official release describes discussions and review; it does not announce a completed agreement or final outcome.

What Is Tele-MANAS?
Tele-MANAS stands for Tele Mental Health Assistance and Networking Across States. It is India’s national tele-mental-health service, providing free and confidential support through the toll-free number 14416. According to the Ministry of Health and Family Welfare, the service is available around the clock.
What Is the Cash Reserve Ratio?
The cash reserve ratio is the share of a bank’s specified net demand and time liabilities that it must keep as cash balance with the Reserve Bank of India. The daily minimum maintenance requirement specifies how much of the required CRR a bank must maintain on each day. It should not be confused with the CRR rate itself.
What Is the Nobel Peace Prize?
The Nobel Peace Prize is one of the Nobel Prizes established under Alfred Nobel’s will. It recognises work connected with peace, including efforts to promote fraternity among nations, reduce or prevent conflict, and advance international cooperation.
What Is AITIGA?
AITIGA is the ASEAN–India Trade in Goods Agreement. Its Joint Committee provides a forum for the parties to review implementation and negotiate issues related to trade in goods. A meeting or negotiation update does not by itself mean that an amended agreement has entered into force.
